To remove and prevent users to access to the Shut Down command and remove My Network places icon from Start Menu, for example, select User Configuration>Administrative Templates>Start Menu and Taskbar. Double-click on Remove and prevent access to the Shut Down command or remove My Network places icon from Start Menu.. Check to Enabled.
