Can SCVMM 2008 be installed
on Virtual machine
Yes, it is okay to install SCVMM 2008 on virtual machine, but we need pay
some attention that it cannot be moved to any other host. Please refer the

Support for Installing VMM 2008 Components on Virtual Machines
VMM 2008 supports the installation of VMM components on virtual machines.
However, you cannot use a virtual machine as a host.
Important
If you install the VMM server on a virtual machine, do not migrate this
virtual machine to another host from within the VMM Administrator Console.
If the virtual machine is highly available, do not migrate this virtual
machine
