How to copy GPOs in different forests

If the 2000 DC and 2008 DC are not in the same forest, we need to verify
the following conditions:
1. Trust relationship is required between the source and destination domains

2. The user account must have privileges to create GPOs in the destination
domain.

3. The user account may need to specify a migration table to update
references to security principals and UNC paths in the source GPO to new
values in the destination GPO.
