How to create a local group policy that won't apply to some users
In Active Directory, you can setup a group policy and apply it to a group users. If you are in workgroup and create a local group policy, you don't have this option to apply the policy to certain users. However, you may assign deny read permission to a user or group that you don't want the policy to apply.
By default, the GroupPolicy folder is located in %systemroot%\system32\GroupPlicy. You can right click on it select Security to add the user and assign permission.
